Chai urges students to stay focused to achieve success

TEZU, Feb 14: Minister for Art & Culture, Dr Mohesh Chai exhorted students to stay focused on their goals to achieve them and cautioned the youths to stay away from addiction of any kind.

He was addressing a felicitation programme for meritorious students and achievers of the Mishmi society for their outstanding performance in the CBSE/ AISSCE-2015 at Tamla-Du Ground on Tuesday.

The Minister further announced to award Rs 1 lakh to the Civil Service aspirants of Mishmi community, who would succeed in cracking the UPSC mains examinations.

Lohit DC, Danish Ashraf lauded CALSOM, while CALSOM Secretary, Suraj Tayang also spoke on the occasion.

The first and second place achievers of APPSCE-2016, Bittu Kri and Rome Mele were felicitated, along with 16 other meritorious students for excellence in academics.

The function was also attended by CALSOM executive members, teaching staff of CALSOM School, HoDs, PRI members, officers and students of VKV, Tafragam. (DIPRO)

Skill Development Training Centre opens at Roing

ROING, Feb 14: Lower Dibang Valley district Deputy Commissioner, Deepak Shinde inaugurated the Skill Development Training Centre (SDTC) of Construction Industry Development Council (CIDC), in presence of government officials, Panchayat and public leaders, at Roing on Tuesday.

The centre is the initiative of NHPC, Arunachal Pradesh, under its CSR programme.

Citing many construction works and upcoming development activities, the DC said that the skill development programme will greatly benefit the un-skilled and unemployed youths of the district to become self-employed and that it would also help them find jobs in various construction-related sectors. He also urged the trainees to avail optimal benefit from the three months training programme.

Advocating for conducting the programme on regular intervals in the district, he also urged the AGM, CIDC to shoulder the responsibility in mobilizing participants and imparting quality education on skill development.

SP Sanjay Kr Sain, ADC Chesta Yadav and ZPC Sipi Elapara also spoke on the occasion.

Tawang meet says no to hydro projects

ITANAGAR, Feb 14: Hundreds of monks led by the Save Mon Region Federation (SMRF), PRIs leaders, common citizens have said no to the Tawang Phase I and II by the NHPC.

The rejection of the NHPC projects happened during a meeting on Tuesday headed by the Rev.Thegtse Rinpochhe which was convened by the DC Sang Phuntsok to discuss the issues related to NHPC's Tawang Phase-I and Phase-II Hydro Power Project.

The NHPC has already given 3750 Lakhs (37.5 crores) each for Tawang I and II as upfront payment to the Arunachal government in 2008.

During the meeting, which was attended by Tawang MLA Tsering Tashi and Lumla MLA Jambey Tashi, it was made clear that project should not go ahead without the consent of the citizens.

MLA Tsering Tashi said that a committee will be constituted under the guidance of Rev. Thegtse Rinpochhe to submit a report to the govt. soon on the decision of the people.

President, SMRF Lama Lobsang Phuntsok submitted a report to the MLAs containing the signatures of the land owners who have refused the NHPC projects in Tawang.

The SMRF have for long accused the NHPC of fraudulently taking the signatures of the villagers agreeing to the Tawang projects during the Gram Sabha meetings.

As part of the forest clearance process under the Forest (Conservation) Act, 1980, it is mandatory to also seek prior consent of the concerned Gram Sabhas under the Scheduled Tribes (and Other Forest Dwellers) Recognition of Forest Rights Act 2006. The Supreme Court of India has also emphasized the importance of Gram Sabha consent in its landmark judgement related to the Vedanta mine in Odisha.

Vice President SMRF LT Khom said that Tawang is a peaceful district but if NHPC go ahead with the project, the peace is likely to be disturbed.

After the meeting ended, both the MLAs came to Chamleng ground, Tawang Monastery to address the people, who had gathered in large numbers to pray for those who lost their lives and many other injured in the police firing on May 2, 2016.

Tawang has witnessed severe violence as it erupted against mega power projects with Army called in last year.

On May 2 last year, two people had died when police fired at protestors demanding the release of Lama Lobsang Gyatso, General Secretary of the Save Mon Region Federation, spearheading the anti-hydro power movement in Mon Region, from Police custody.

At least seven were seriously injured because of the indiscriminate police firing.

21 years old Nyima Wangdi, a monk from the Tawang Monastery and 31 years old Tsering Tempa from Jangda village were shot dead on the sport by the police.

The National Green Tribunal in April 2016 had suspended the environmental clearance given to the proposed 780 MW hydropower project promoted by the Bhilwara group which subsequently led to the state govt crack down on anti dam protestors.

The Tawang Hydroelectric Project-1 ( 600 MW (3 x 200 MW) is proposed on Tawangchu located about 28 Km from Tawang Town.

The Tawang Hydroelectric Project II- 800 MW (4 x 200 MW)is proposed on Tawangchu river and is located at downstream of Forebridge near Jang.

The meeting on Tuesday happened amidst nervous notifications from the district administration.

On Jan 30, the DC had sent a circular regarding the meeting and in a notification sent out on Feb 6, the DC had restricted the participants of Panchayat Raj Institutions and SMRF to hundred each.

Arunachal and Pul’s Mere Vichar

Barely six months after former Chief Minister Kalikho Pul died, his much discussed note "Mere Vichar" was made public by the web portal, The Wire. Though there were hundreds of shares on social networking sites, which had made the former Chief Minister a hero, the reaction, otherwise has been muted, a typical Arunachalee reaction, where people go silent when they should be speaking up. Baring few organizations, the job of speaking up has been left to Dangwimsai Pul, first wife of Late CM who has called for a CBI probe into her husband's death.

For months, this daily has been trying to get hold of the note but it was told that the notes were kept sealed. When the notes were finally published, couriered from Itanagar to various media houses in the country, like everyone else in the state, we were taken by surprise. But it had to come out in the open one day or the other from a different source and not from the government or its police department, because the outcome of the police investigation was going nowhere.

The investigation by the police based on the complaint by the Personal Security Officer of Pul took a little more than two months. The details were submitted on October 24, 2016. While the police did its job, there was silence and more silence. The government kept mum and even now, it has refused to speak on the issue.

The investigation makes it very clear under what circumstances Pul took his life while the doctors at the Tomo Riba State hospital concluded that the death was caused due to "asphyxia resulting from hanging by ligature and suicidal in nature". The toxicological examination by FSL, Guwahati ruled out poisoning.

There was another complaint by the three wives where they mention that Pul hanged himself because of depression caused by the corrupt leaders. While there is no specific mention about who the leaders were in the complaint, the now published notes has made it amply clear who he meant. The judiciary is not spared nor the All India Congress Committee, Chief Minister Pema Khandu, Deputy Chief Minister Chowna Mein and former Chief Minister Nabam Tuki, among others.

It is very unlikely that those named in the notes will ever be investigated or the note itself will have any validity in the court of law. Perhaps, the note will be dismissed as writing by a depressed man who could not cope with betrayal by his MLA colleagues that led him to lose his chair.

While going through the police report and Pul's notes, one thing that stands out is his patience. He knew what he was doing right from ensuring that Mere Vichar was typed in Hindi and multiple copies made and moving a table to the room where he took his life a week later.

This reminds of a press conference that Pul had held more than a decade ago when he was the Finance Minister. Alleged of financial mismanagement, he called the press over to his residence, with a lunch thrown in, to clarify his stand. It went on for more than six hours, complete with a map and power point presentation. In the conference, he implicated everyone while absolving himself, the same as the note. He had the patience as well clarity on the issue in that long press conference as he in Mere Vichar, his last dying statement.

What next? Perhaps there will be nothing. Politicians will sleep in peace, without remorse and nightmares because citizens have gotten over the shock of his death and the content of the notes, without any reaction or demand. Such is the tragic situation. Pul's death was tragic. Lack of reaction, even after publication of his notes, by the same citizens who made him a hero, making him forget that MLAs make a chief minister, not the common people and his trusted coterie, ultimately leading to his ouster, makes it much more tragic. The lack of respect for the dead and lack of self respect of those who are alive and can make a difference is the reflection of the society we have become; uncaring, unaccountable and speak out when it serves our selfish motives.

While writing this, yours truly had to ignore the unwritten Arunachalee tribal diktat that one should not talk anything about the ones who are gone forever because they can't defend themselves.

Violence in Lower Siang

Various organisations of Lower Siang called a bandh against state government's recent notification declaring Garu as permanent headquarters of Lower Siang district. Protesters torched the Sub-Divisional Office on February 13 and also burnt the effigy of Health and Family Welfare Minister Jomde Kena, who they accuse of not respecting the demands of the people of Lower Siang. The organisations said they would continue the protest till their demand for Likabali as headquarters for Lower Siang district is met.

Workshop on gender-based violence

POTIN, Feb 14: A sensitization workshop on legal literacy and prevention of gender-based violence as well as door-to-door campaign was conducted by the Arunachal Women Helpline (WHL) at Potin Village in Lower Subansiri recently with an aim to increase awareness on legal rights among womenfolk, so that they could seek referral and support services without fear.

Resource persons from Legal Aid Clinic, State Resource Centre and OSC apprised the villagers about ways to deal with atrocities against women and raise awareness about issues related to gender differences prevalent in the society.

During the workshop, which was divided into two technical sessions, the villagers were engaged into self appraisal activity to pen down women-related issues in the village. The resource persons also addressed each issue pertaining to women, such as divorce, widow compensation and re-marriage, child marriage, education for girl child, abortion, domestic violence etc.

Appreciating the effort of the WHL in creating awareness on prevention of gender-based violence, former Anchal Samiti Member, Taba Talo and Anchal Samiti Member, Lishi Baka said that such workshops would be source of inspiration for many likeminded people who are putting their best effort to mitigate gender-based violence of any form.

DMO stresses on effective implementation of NUHM progs

NAHARLAGUN, Feb 14: Papum Pare DMO Dr Tasso Kampu emphasized on effective implementation of various programmes under National Urban Health Mission (NUHM) during a training programme on Urban ASHA and Rogi Arogya Samiti (MAS) for local urban bodies, organized by Papum Pare District Health Society at Naharlagun on Tuesday.

The DMO stressed the need for effective service delivery among the vulnerable people in slum areas and availing all health facilities, like JSY, JSSK, PMSMA, RI, MI etc. by them from their nearest health facilities.

She assured full cooperation to the councilors for conducting Swachh Bharat Abhiyan, especially in cleaning rivers, in and around the Capital Complex.

Briefing the participants about the aims and objectives of the training, DRCHO cum CEO DHS Yupia Dr Jomnya Ado highlighted the role and responsibilities of ASHAs, who will act as conduit between urban poor and health service in their respective wards under the guidance of councilors and the district ASHA Resource Centre. He also highlighted the role and responsibility of councilors in monitoring NUHM programmes. (DIPRO)

AACWA seeks action

ITANAGAR, Feb 14: The All Arunachal Contractor's Welfare Association (AACWA), in a four-point representation submitted to the Chief Secretary on Tuesday, demanded disciplinary action against the Rural Works Department under Arunachal Rural Road Development Agency (ARRDA), saying that the departmental officers are imposing two percent Earnest Money Deposit (EMD) for tribal contractors in violation of government notification.

Many government departments have been following the state government notification for one percent EMD for APST contractors for any kind of tender/ quotation under various schemes, but the RWD is not complying with the said government notification, it claimed.

Seeking clarification on the government gazette notification of The Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotional) Act, 2015, the Association further said that the RWD has failed to implement the said gazette notification during ongoing e - tendering for PMGSY schemes.

It further alleged that the RWD also failed to comply with the guidelines of National Rural Road Development Agency (NRRDA) and Arunachal Rural Road Development Agency (ARRDA) in evaluation of bids and awarding contract works.

Expressing strong resentment over alleged failure of the Chief Executive Officer and Empower Officer (PMGSY ARRDA) to pay heed to its three-point representation submitted on January 30 last, the Association also demanded disciplinary action against the officers.

Heema Hospital organizes health camp

LIROMOBA, Feb 14: A free mega health camp was organized at Liromoba by Heema Hospital, in collaboration with Romin Ao Welfare Society (RAWS) from February 10 to 12. In the health camp, more than 1200 patients were treated by various specialists, viz. medicine, gynae, surgery, ENT, eye, skin, urology and dental. The camp was inaugurated by CMD of Heema Hospital, Dr Byabang Rana. The hospital also distributed five wheelchairs, 20 hearing aids and 10 walking sticks.

Governor, CM greet Mishmis on Tamladu

ITANAGAR, Feb 14: Governor P B Acharya and Chief Minister Pema Khandu on Tuesday greeted the Mishmi community on the occasion of Tamladu festival.

In a message, the Governor expressed the hope that the festival this year will usher in happiness and prosperity for all.

"On this auspicious occasion, I pray to Almighty Lord Jebmalu to bless each one of us with his choicest blessing," the Governor added.

In his message, Chief Minister Khandu called upon the Mishmi community to stand united against the menace of drug and opium addiction and to guide the society to the path of prosperity and development.

"May Almighty Matai Jabmalo bestow blessings on the people for peace and prosperity. I pray to the almighty for collective good and spiritual well being of the people," he added.

AR apprehends ULFA(I) and NSCN(K) Ranapeyu

JAIRAMPUR, Feb 14: The Jairampur Battalion of Assam Rifle (AR), under the aegis of Dao Division apprehended one Ranapeyu of ULFA(I) and NSCN(K), who was the major facilitator of the ambush laid on security forces on January 22 last at Jairampur.

Earlier, two cadres of CorCom (Coordination Committee) were neutralized by the battalion on January 22 last, in a counter strike on their faction. In a communiqué, the AR informed that on interrogation, it was revealed that insurgents wanted to strike the operating bases of the security forces but the swift action by the unit not only foiled their plan but caused an irreparable loss to their outfit.

DMO denies allegation

ITANAGAR, Feb 14: The Kra Daadi District Medical Officer (DMO) has denied the allegation of nepotism or favoritism in the recently held interview for recruitment of MTS/MPW.

Replying to a press statement given by the All Kra Daadi District Students' Union alleging unfair means and irregularities in conduct of the interview, the DMO clarified that candidates, whose documents were found valid and recommended by the district level scrutiny board, were only allowed to appear before the interview processes.

Out of 12237 applicants, 573 were rejected by the District Level Scrutiny Board and the rest were allowed to participate in the interview processes, the DMO said.

"Therefore, the allegation made by the AKDDSU president against the Kra Daadi Deputy Commissioner is baseless and without any merit," the DMO said.

Awareness prog on gender-based violence

Nyapin, Feb 14: An awareness programme on gender-based violence and its legal remedies was organized at Tadar Taning Government College, Nyapin on February 13 by Arunachal One Stop Center, under the aegis of Oju Welfare Association.

The team of One Stop Centre educated the participants about gender-based violence and its multiple effects on the victims. The team also advised victims of such domestic violence to approach the centre and seek legal assistance.

Nyapin ADC Tatdo Borang also explained the impacts of gender-based violence on the victims and the society as well. The ADC encouraged the OSC to hold more such awareness camps in the future for the betterment of the society.

All Kurung Kumey District Students' Union General Secretary Passang Raish emphasized on eradicating all prevailing social evil practices like, forced and child marriages, polygamy etc. from Kurung Kumey as well as the state.

The programme was attended by youths, students and teachers.

GST Registration Week

YINGKIONG, Feb 13: The Department of Tax & Excise, Yingkiong is organizing GST Registration Week at the Tax & Excise Office from February 13 to 17.

CO and Superintendent Tax & Excise In-charge, Nancy Yirang directed all the enrolled VAT registered dealers, firms and contractors to get enrolled into the GST portal for issue of provisional certificate of registration under GST. She further asked them to come with their VAT registration certificate, passport size photograph, PAN card and current bank statement of current account, and get enrolled in the GST portal. (DIPRO)

Week-long sporting event organized

ITANAGAR, Feb 14: A week-long sporting event as part of the upcoming Nyokum Yullo celebration was organized at Pichola, Papum Pare district recently.

Inaugurating the event amidst the presence of ANSU executive members, Panchayat leaders, students and youth leaders of the area, All Nyishi Students' Union Finance Secretary, Lingdum Taha advised the people to know the difference between religion and culture and appealed to all to preserve and maintain the rich indigenous tradition and culture. He also highlighted the importance of games and sports and urged the youths to take up sports as a career.

60 adolescent girls participate in Kishori Diwas-cum-exposure visit prog

DOIMUKH, Feb 14: A total of 60 adolescent girls participated in a Kishori Diwas-cum-exposure visit programme under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls-SABLA, conducted here on Monday last.

During the programme, Doimukh CDPO, Tana Chammaro informed about the aims and objectives of Rajiv Gandhi Scheme for Empowerment of Adolescent Girls-SABLA. She informed the adolescent girls about various laws relating to women and children with special mention of Protection of Children from Sexual Offences Act (POSCO) and Juvenile Justice Board (JJB).

Doimukh CHC Gynecologist, Dr Poppy Natung discussed elaborately on adolescent reproductive and sexual health diseases and also discussed about health and hygiene issues relating to adolescent girls. Doimukh CHC MO, Dr Lobsang Chuki gave life skill education to the participants, while ICTC CHC Doimukh Counselor, Yekar Devi briefed about HIV and sexually transmitted diseases. She also informed about various counseling centers and urged the adolescent girls to come to ICTC for any doubt relating to sexually transmitted disease.

Felix visits project site of Koloriang water supply scheme

KOLORIANG, Feb 14: Minister for PHE & WS Bamang Felix, accompanied by Parliamentary Secretary Home Pani Taram and Kurung Kumey Deputy Commissioner, Kanki Darang on Tuesday visited the project site of Koloriang Water Supply Scheme, where the Minister expressed his satisfaction and lauded the department officers for completing all the components of work that were in the sanctioned provisions.

Earlier, Sangram Division PHE & Water Supply Executive Engineer, Bamang Tadh informed that the scheme funded under North Eastern Council (NEC), sanctioned in the year 2011, is supplying 16.00 lakh litres of filtered water per day to the township to an estimated population of around 4500.

He further informed that some rectification and renovation works at headwork and pre-sedimentation, besides provision of additional zonal tanks and distribution pipes are urgently required to ensure equal distribution of water in the town.

After patient hearing, Felix assured his full support and asked the officer to submit the proposal with justification to the government for consideration.

Awareness camp

ITANAGAR, Feb 14: The Bharatiya Janata Party Mahila Morcha (BJMM), Arunachal Pradesh conducted a series of awareness campaign on "Beti Bachao Beti Padhao," "Surakshit Matriva Abhiyan," "Ujawala Yojna" and cashless economy in Papum Pare, Kra Daadi and Lower Subansiri districts from February 9 to 12.

The first of the series of awareness campaign was held at Mengio circle in Papum Pare district.

Addressing the awareness programme, BJMM state President Bengia Yayang Tadar advised the people to avail the benefits of all welfare schemes launched by Prime Minister Narendra Modi.

Former BJMM President Padmeswari Jamoh explained in detail about cashless economy and Ujwala Yojana, while state BJP Secretary Dr Nirmali Taba spoke on Beti Bachao Beti Padhao and Surakshit Matriva Abhiyan.

Papum Pare district BJMM President Tarak Yallo, District Yuva Morcha President Tari Tahe also spoke on the occasion.

Meanwhile, the public demanded installation of mobile towers at Mengio town and provision of banking facilities for cashless transaction.

The awareness programmes at Ziro in Lower Subansiri and Palin in Kra Daadi districts were organized on February 10 and 12 respectively.

The awareness programmes received good response from the general public, according to a BJP release.

YBSU reacts to JYSU press statement

ITANAGAR, Feb 14: The Yego Bango Students' Union (YBSU) took strong exception to a press statement given by Jigo-Yego Students' Union (JYSU) opposing the approval of Garu as headquarters of Lower Siang district.

"The JYSU did not take YBSU into confidence before making any public statement on behalf of the Yego Bango," the YBSU stated in a release and, appealed it to 'desist itself from working against development of Yego Bango'.

The government was fair enough and unbiased in choosing centrally located Garu as headquarters of Lower Siang, the YBSU claimed.

"As students of Yego Bango, we too have concerns for the safety and security of people living in foothill areas and in this regard we respect JYSU for the concern raised," the YBSU said. But the widened and shortened road between Garu and Likabali will facilitate easy and trouble-free administration, the YBSU added.

Lt Gen Chauhan visits family of Tape Yajo

ITANAGAR, Feb 14: Lieutenant General Anil Chauhan, AVSM, SM, VSM, GOC Spear Corps on Tuesday visited the family of Kirti Chakra awardee Amar Veer Naik Tape Yajo at their residence in Aalo.

Chauhan interacted with the parents, family members and children of Yajo and assured the family that all efforts will continue to be made to attend to their welfare issues.

Hailing from a small village near Manigong, West Siang district, Yajo was enrolled in 1st Assam Regiment of the Indian Army on 26 December, 1995. He served the Indian Army for more than 12 years and made the supreme sacrifice during an operation in Kashmir, for which he was awarded the second highest award for gallantry posthumously.

Namsiang ritual performed at Hawai

Hawai, Feb 14: The Namsiang ritual of the Tamladu Festival of the Mishmis of Anjaw district was performed by the priests with prayers at the traditional altar of Namsiang Teka Jhong at Hawai.

The ritual is an integral part of traditional obeisance ceremony of the community.

Participating in the festivities, Anjaw Deputy Commissioner, Mamata Riba offered prayers at the altar and greeted one and all on the auspicious occasions. She also called for documentation of Namsiang rituals for posterity.

Later, traditional sports like Brang Tangang (a form of tug-of-war) and release of calendar depicting places of veneration of the Miju Mishimis of Hawai were other highlights of the festivity.

Prizes to winners of various cultural, sports and literary events, including marathon races were awarded away by Mayeso Pul, a veteran public leader of Anjaw.

Zilla Parishad Chairperson H Towsik and Anchal Samiti Chaiperson, Chenemlu Khamblai, were among those who were present on the occasion.

Meanwhile, the 48th Tamladu Festival 2017 is also being celebrated with various cultural programmes at Hayuliang. Besides a line-up of cultural programmes, a fashion show is also being organised on February 15 as part of the celebration.

ADACPF demand intervention into tendering of PMGSY project

ITANAGAR, Feb 14: The Arunachal Pradesh Democracy & Anti-Corruption Peoples' Forum (ADACPF) has demanded intervention into the tendering of PMGSY sanctioned project of TO 1-2 point 5km (Seppa- Chayang Tajo road to Jejudada) and LO27-5 metres (Seppa-Chayang Tajo road, Tasom Lora) in East Kameng district, claiming that both stretches of the roads were constructed many years earlier.

In its representation to the state Chief Secretary demanding that the project be withheld, it claimed that the already constructed road is being sanctioned as a new one.

The forum also demanded investigation into the allegation by an independent agency.

Training programme for farmers

PANGIN, Feb 14: A day-long training programme for farmers to encourage them to adopt modern farming technologies was organized by Agriculture Technology Management, Pangin at Jomlo Farm under Jomlo Mobuk Circle.

Addressing a gathering of around 125 farmers, Siang Deputy Commissioner Rahul Singh encouraged them to harness the huge agri-horti potentials of Siang district to improve their livelihood.

"Siang district has huge potential in agri-horti sectors, which needs to be promoted aggressively to strengthen the economy of the people", the DC said.

According to him, agriculture and horticulture occupy a premier position in the state's economy by virtue of their national values and high yields per unit area. (DIPRO)

ADWS applauds govt decision

ITANAGAR, Feb 14: The Abotani Descendant Welfare Society (ADWS), Old Darw village in West Siang district has expressed joy over the government's announcement to make Lower Siang district functional soon by posting a Deputy Commissioner and Superintendent of Police.

It also lauded the government's decision to take up the demand for creation of Lepa Rada district on a later date after consultation with all stakeholders.

Appreciating the initiative of the Galo Welfare Society for making Lower Siang district functional and for creation of Lepa Rada district, the ADWS further said that their long-awaited dream has come true under the charismatic leadership of Chief Minister Pema Khandu.

Meanwhile, the ADWS appealed to all denizens to shun violence and not to create tense situation which hampers the smooth administrative functioning for greater interest of the people. The Society urged the people to work together to fulfil the long cherished dream of the Galo people.
